Is all new created Vultr account start with max $1 monthly fee limits?

I created a new Vultr account yesterday and I wanted to try to gen some proxies on it now but then I can't even get it to gen 10 proxies not even 1 as it says "Request failed: Server add failed: You have reached the maximum monthly fee limit for this account. To deploy additional services, please request a limit increase."

I went to check my account billing limits and it shows maximum instances: 1 and maximum billing fee: $1

So what is your question?

Yes, some Vultr Accounts are limited by instance Quota, there is quota on max number of active instances, max number of instances that you can create per 24 hours and also max monthly fee limit. You need to request limit increase or you may use different service If Vultr is giving you such a strict limits.
